The flag of convenience is practice which merchant ships register in foreign coutnry, in order to save on taxes or wages, or to avoid government regulations and envrionmental law. The international transport workers points out that most of the flag of convenience ships have poor conditions, poorly traind crew, and poor safety record.

In 2004, about 64% of total ocean-going ships was flagged out, and both number of registering ships and countries offering this practice are increasing.25244901.jpg
